The Italian Prime Minister Giuseppe Conte wrote the second letter to Juncker and Tusk to ask that the subdivision of migrants has to become a practice managed by a cabinet or crisis committee under the aegis of the EU Commission, which then acts as a mediator with the various governments.
According to him, the Italian mission aimed at reducing departures and therefore the deaths at sea, and then (in compliance with non-European countries) to create centers of protection to examine the asylum applications, the true refugees who will have the right to come to Europe with humanitarian corridors, cutting off the traffic of smugglers. Italy’s coalition government led by Conte has been clashing with partner EU countries in recent weeks, after Interior Minister Matteo Salvini prevented ships from entering the country’s ports.
While countries including France and Malta agreed to share the burden of arrivals in Italy, others including Hungary have not. Italy has been asking the EU to change the Dublin accord, which assigns responsibility for processing asylum claims — a lengthy and costly process — to the first nation a migrant enters.
